Is there any way i can limit a Virtual Server by monthly visitors instead of Bandwidth usage ?

Unfortunately, Virtualmin doesn't support a way to do limits based on visitors.
If you had a method to determine when a given domain was over it's limit, you could always use the Virtualmin command line tools to disable the Virtual Server, and then you could call that from cron.
But Virtualmin doesn't have any native support to determine all that on it's own, sorry!
