PHP 5 timezone selection [#17874]

I have created a pull request on Github to add the ability to select the timezone to be used by default by PHP:

This will make it easier for administrators to eliminate the warnings when using Webmin on a system with PHP 5.3 (and is good practice on 5.1 and later).

Note that this patch does not affect Virtualmin directly, but Virtualmin sites benefit as well. It just has to be manually configured on the Webmin side.
