Not sure what this means or how to fix it.

I ran xsconsole on the host and tried to start the instance and got another error

Failed: Caller not allowed to perform this operation

Any idea ?

Is the host just a standard XenServer system installed from the CD that Citrix provides?

Also, does creation of a VM using Citrix's own XenCenter app work?

As far as I know its installed from CD.

Do you know which XenServer version the host system is running - was it 5.5 or 5.6 ?

Also, which image did you try to create the VM that failed from?
